The Crisis Negotiations Team (CNT) of the Passaic County Sheriff’s Office is a specialized unit trained to peacefully resolve high-risk incidents through skilled communication and negotiation. As an assisting agency, the team provides critical support to municipal police departments and other law enforcement partners across Passaic County during situations involving barricaded subjects, hostage scenarios, suicidal individuals, or other emotionally charged events.

Comprised of highly trained officers, the Crisis Negotiations Team works closely with tactical units, mental health professionals, and command staff to de-escalate potentially volatile situations and bring them to a safe and non-violent resolution. Team members undergo continuous training in behavioral science, active listening, and negotiation tactics to effectively communicate with individuals in crisis.

Key responsibilities of the Crisis Negotiations Team include:

  • Responding to hostage situations and barricaded individuals
  • Negotiating with subjects experiencing mental health crises or suicidal ideation
  • Assisting in high-risk warrant service or operations where conflict is anticipated
  • Providing support during large-scale emergencies or public disturbances
  • Working in coordination with SWAT, EMS, and behavioral health services

The primary mission of the CNT is the preservation of life—ensuring that every effort is made to resolve incidents without the use of force. By offering expertise in crisis communication, the team plays a vital role in safeguarding the public, first responders, and individuals in distress.
